Job Description

*Remote Opportunity*

  • Bachelor’s or associate degree (plus 2 years of job-related experience) in business administration, computer science, information technology, or other job-related field OR 4 additional years of related work experience
  • 10 years of experience in strategic business and architecture
  • 2 years of experience developing in-depth knowledge of 1 or 2 application systems or infrastructure technologies (may be concurrent)
  • Solid background in technology/business operations within the healthcare arena (including payer, provider, and government)
  • Understanding of government procurement requirements, vehicles, and regulations (conflicts of interest, small and disadvantaged business advantages, etc.)
  • Ability to quickly understand the capabilities (both services and technology) that the organization is proficient in and align with government requirements
  • Experience in business development, capture processes, go/no-go analysis, pricing, and competitive analysis
  • Experience with requests for proposals (RFPs)
  • Ability to multitask on multiple proposals at the time with varying deadlines, team reviews, etc.


  • Determine gaps in request for proposal (RFP) requirements and work with vendors and/or partner to fill necessary gaps in the procurement process
  • Write proposals that are compliant with government requirements, regulations, and evaluation criteria
  • Read, evaluate, and make recommendations on proposal language developed by others to ensure that they meet the requirements and evaluation criteria established with the RFP
  • Work with vendors, partners, and internal finance team to prepare competitive, realistic pricing the meets the requirements of RFPs
  • Independently research industry best practices, technology solutions, and operational procedures specific to the requirements of RFPs
  • Manage a matrix team of people from various other departments, partners, and vendors to meet deadlines required within RFPs to ensure that a quality proposal is delivered on time
  • Review infrastructure architecture design recommendations with technology design management to ensure approvals are sound and align with the company’s IT strategy prior to implementation
  • Act as a visionary in support of research and development activities
  • Oversee proactive research efforts and review recommendations for courses of action to ensure current and future network needs are met
  • Provide strategic communication from an architecture technology perspective to senior management for review and approval of work efforts impacting the overall infrastructure architecture
  • Work with the corporate leadership to influence strategic business decisions regarding the use of technology
  • Identify technical challenges resulting from business problems that must be addressed and resolved to ensure the successful achievement of business objectives
  • Assess and communicate risks associated with technology-related investments and purchases
